David G. Carter Sr., Ph.D., is chancellor of the Connecticut State University (CSU) System in Hartford. He is responsible for overseeing and executing policies, directives and decisions of the Connecticut Board of Trustees. He also is responsible for providing oversight for the management and operations of the CSU System, which includes four universities.
Before becoming chancellor, Dr. Carter served as president of Eastern Connecticut State University for nearly two decades, becoming the first African-American president of a four-year institution of higher education in Connecticut. He also has published numerous journal articles and book chapters. His articles have appeared in more than 100 academic journals. Dr. Carter also is active in state and local organizations and agencies, including the Hartford Club, and the Governor's Steering Committee on the Task Force of the Connecticut Center for Science and Exploration. Dr. Carter earned a Ph.D. from Ohio State University, a master's from Miami University in Oxford, Ohio, and a bachelor's from Central State University in Wilberforce, Ohio. He and his wife, Sandra C. Holley, Ph.D., have four children.
