Seale, chairman of the Party, and Newton, minister of defense, co-founded the Black Panther Party in 1966 in Oakland. The organization initially espoused a doctrine of armed resistance to societal oppression in the interest of African-American justice, but throughout the Party's existence, its objectives and philosophy changed radically.

The Party attracted an ideologically diverse membership base.
